Makakilo Registry Overview
Makakilo Sex Offenders and the Registry
Makakilo is a hillside community in West Oahu, situated above Kapolei in the Honolulu County. It shares zip code 96707 with Kapolei and some of the broader West Oahu corridor. Registered sex offenders and other covered offenders with Makakilo addresses appear on the statewide Hawaii sex offender registry, which is maintained by the Hawaii Criminal Justice Data Center, a division of the Department of the Attorney General. The registry is free to search, updated every night, and available to anyone without a login or payment.
Honolulu County has roughly 653 registered sex offenders in total. The West Oahu area, which includes Makakilo, Kapolei, Ewa Beach, and Ewa Gentry, shows a relatively high concentration compared to the statewide average. Data for the Ewa Beach and surrounding area shows approximately 89 registered offenders with a ratio of around 184 residents per offender, well below the Hawaii state average of 492 residents per registered offender. Makakilo shares this zip code zone, so a 96707 search returns all offenders with registered addresses across that geographic area including Makakilo. Each registry profile includes the offender's name, aliases, photo, physical description, scars and tattoos, residential and work address, vehicle information, and the offense categories for which they are registered.
Under Hawaii law, the registry covers sex offenders as well as offenders against minors. Both groups appear in a public search. The registry distinguishes between registered, non-compliant, and absconded status for each offender, so you can see at a glance whether a listed person is currently in compliance with their registration requirements.
How to Search Sex Offenders in Makakilo
Go to sexoffenders.ehawaii.gov and enter zip code 96707. The system returns all registered sex offenders and covered offenders with addresses in that zip code zone covering Makakilo and Kapolei. Results include full offender profiles with photos, physical descriptions, current addresses, vehicle details, and conviction types. You can also search by name, using the phonetic matching feature that handles alternate spellings. A street name search works too if you want to check a specific block or road.
The radius search is better for checking a precise location. Enter any Makakilo street address and choose a distance in miles. The system maps all registered offenders within that radius using map coordinates, not zip code lines. The zip code field is ignored when you run a radius search. This is useful for checking the area around a specific home, school, or park in Makakilo. The registry also has a free mobile app for iOS and Android, developed by the state's technology partner Tyler Hawaii. The app uses the same data and provides the same search options as the website.
The sex offender registry for Makakilo and all of Honolulu County is maintained by the Hawaii Criminal Justice Data Center at 465 S. King Street, Room 102, Honolulu. HCJDC is the central statewide registry authority operating under the Department of the Attorney General.
Where Makakilo Offenders Register
All covered offenders who live, work, or attend school in Makakilo register at the Honolulu Police Department Records and Identification Division, 801 South Beretania Street, Honolulu, HI 96813. This is the main registration site for all of Oahu. The location accepts walk-ins only. No appointments are taken. Hours are Monday through Friday, 8:00 AM to 3:00 PM, with no service on weekends or state holidays.
There is also a local West Oahu option. The Hawaii State Sheriffs Division operates a registration site at the Kapolei Judiciary Complex, 4675 Kapolei Parkway. This site is available Tuesday and Thursday only, from 10:00 AM to 2:00 PM, by appointment only. It does not take walk-ins. Makakilo is close to Kapolei, so this can be a more practical option for local residents who want to avoid the longer drive to Honolulu. A third option, also in Honolulu, is the Attorney General's Investigations Division at 465 South King Street, Room B-2. That office is appointment-only, Monday through Friday from 7:45 AM to 11:45 AM. Call (808) 620-3508 to set up a time.
Under Chapter 846E, Hawaii Revised Statutes, every covered offender must register within three working days of any change, including a new address, new employer, new vehicle, or new internet identifier. The data required by Section 846E-2 is comprehensive, covering email addresses, cell phone numbers, instant messaging names, professional licenses, school affiliations, and vehicle plate numbers. Failing to register a change within three working days is a Class C felony with a penalty of up to five years in prison and a $10,000 fine under Section 846E-9.
Current registration requirements and contact details for all Honolulu County registration sites including the Kapolei option are available on the Hawaii Criminal Justice Data Center information page, which is updated when registration procedures change.
Ongoing Verification Requirements
Registration in Hawaii is not a one-time event. Every covered offender must follow an ongoing schedule. Four times a year, HCJDC mails a non-forwardable verification form during the first week of January, April, July, and October. The offender must sign and return it within ten days. If the form comes back undeliverable or is not returned, the registry profile gets a non-compliance flag that anyone can see when searching. At the statewide level, nearly 500 offenders are currently listed as non-compliant with their mail verification, and another group is categorized as having absconded.
Beyond the quarterly mail-in, every covered offender must also verify in person within 30 days of their birthday each year. That visit updates all information on file and confirms current addresses, employment, vehicles, and contact data. Makakilo offenders can handle the annual in-person visit at the Kapolei Judiciary Complex location on a Tuesday or Thursday by appointment, or at either of the Honolulu locations. Offenders with no fixed address must report in person every month. Hawaii requires lifetime registration for most covered offenders. Termination is only possible through a successful court petition after 10, 25, or 40 years depending on offense tier, as set out in Section 846E-10.
Court Records for Makakilo Sex Offense Cases
Sex offense cases involving Makakilo residents go through the First Circuit Court on Oahu. The free public search system is eCourt Kokua, provided by the Hawaii State Judiciary. Search by name, case ID, or citation number to access First Circuit criminal records. Results show charges, hearing dates, plea entries, case status, and sentencing. Sex offense conviction records often include a notation about Chapter 846E registration requirements in the judgment documents. No login or fee is needed for basic case searches.
eCourt Kokua is available Monday through Saturday from 4:00 AM to midnight, and Sunday from noon to midnight. Individual documents are $3.00 each or $0.10 per page. eCourt support is available at (808) 538-5333. For criminal conviction records beyond what the court system shows, the HCJDC eCrim system covers statewide convictions at $5.00 per name search. Call (808) 587-3279 for eCrim access. Sex offender registry entries are maintained in a separate system and will not appear in an eCrim search, so use the public registry portal for offender-specific lookups.
The Hawaii Sheriff Division, part of the Department of Public Safety, operates the Kapolei Judiciary Complex registration site that serves Makakilo and nearby West Oahu communities, providing a local alternative to the Honolulu Police Department registration location.
Public Records Access in Makakilo
